Palaro winners to get incentives
GENERAL SANTOS CITY: The Department of Education (DepEd) in Region 12 has set aside some P1 million for the cash incentives of the winning athletes and coaches in the 2016 Palarong Pambansa.Arturo Bayocot, DepEd Region 12 director, said Friday they increased the allotment for the cash incentives to further motivate their athletes to compete and win medals for the region.He said the Region 12 or Soccsksargen Regional Athletic Association’s (SRAA) “motto” for this year’s Palaro is to “Go for gold!”The 2016 Palaro will use anew the medal scheme instead of the point system for the ranking or standing of the participating delegations.“More medals mean better placement for us in the standings,” said Bayocot, who heads the SRAA delegation.For the cash incentive, he said they will give out P15,000 for every gold medal, P5,000 for silver and P3,000 for bronze.“This is on top of the cash incentives that will be given by the local government units (LGUs),” he said.South Cotabato province has allotted some P350,000 from its Special Education Fund (SEF) for the cash incentives of winning athletes from the area.It has set an incentive of P10,000 for gold, P7,000 for silver and P5,000 for the bronze medalists.Koronadal City promised to give P20,000 for the gold medalists, P5,000 for silver and P3,000 for bronze while Sultan Kudarat will grant P5,000 for gold, P3,000 for silver and P2,000 for bronze.North Cotabato has initially allotted P8,000 for each gold medalist.Bayocot said the other LGUs are still finalizing cash incentives for their winning athletes, which will also be drawn from their SEFs.Region 12, which is also known as Soccsksargen, comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of General Santos, Koronadal, Kidapawan, Tacurong and Cotabato.DepEd-12 has allotted a total of P13.6 million for the region’s participation in this year’s Palaro, which is slated April 10 to 16 in Legazpi City in Albay.Such budget covered the 30-day training of the athletes, transportation to Legazpi, food, medical supplies, cash incentives, uniforms, allowances and other expenses.The DepEd central office released P10.6 million for the region while the rest of the funds came from contributions of the LGUs in the region.

Albay all set for Palarong Pambansa
It’s all set for the staging of the 2016 edition of the Palarong
Pambansa scheduled on April 10 to 16 at the Albay Sports and Tourism
Complex in Legazpi City, Albay.
More than 10,000 athletes, coaches, officials and expectators are
expected to arrive in the multi-sporting event for elementary and
secondary students.
This time, there will be 18 regions competing with the addition of the newly-established Negros Island Region.
Defending overall champion National Capital Region as well as
powerhouse teams Southern Tagalog Region-A, Western Visayas Region,
Central Visayas Region and host Bicol Region will slug it out for the
general championship.
Some 200 gold medals are up for grabs in the seven-day meet. There
are 15 events in elementary and 17 events in secondary including four
demonstration sports—futsal, wushu, billiards and wrestling.
The Department of Education and the local government of Albay are
hoping to discover fresh talents from the grassroots level for future
international competitions.
The Palarong Pambansa served as springboard of some famous Filipino
athletes including multi-titled tanker Eric Buhain, sprint queen Lydia
De Vega-Mercado, long jump specialist Elma Muros-Posadas ang former
Azkals member Chieffy Caligdong.
Palarong Pambansa was originally named as Bureau of Public Schools-Interscholastic Athletics Association Games (BPISAA).
But the organizers renamed it to Palarong Pambansa in 1974.

NCR set to defend Palaro crown
Powerhouse National Capital Region (NCR) is all set to defend its overall championship crown in the 2016 Palarong Pambansa to be held on April 10 to 16 at the Albay Sports and Tourism Complex in Bicol.The Big City will be banking on its swimmers and gymnasts to deliver as well as in team events such as basketball and volleyball.In the 2015 edition held in Tagum City, the NCR tankers dominated the pool with more than 30 gold medals in the bag while the gymnastics team earned 30 mints to power the Big City to the overall title.NCR also swept the boys’ and girls’ basketball, and won the girls’ volleyball crown.Overall, NCR pocketed 98 golds, 67 silvers and 71 bronzes.Southern Tagalog Region-A (Calabarzon) settled for second with 51-41-49 followed by Western Visayas Region (42-28-41), Cordillera Administrative Region (24-22-16), Northern Mindanao Region (19-14-39), Central Visayas Region (18-29-29), Cenral Luzon Region (17-10-21), Soccsksargen Region (13-24-28) and Davao Region (13-23-30).The Palarong Pambansa serves as springboard for young student athletes who want to become members of the national pool and eventually represent the country in international competitions in the future.
Former Southeast Asian Games Male Most Bemedalled swimmer Eric Buhain and fellow SEA Games champion Akiko Thomson were some of the products of the multisporting event.

Albay, handa na sa Palarong Pambansa
LEGAZPI CITY- Handa na ang lahat para sa pagdaraos ng Palarong Pambansa sa lalawigan.Ito ang kinumpirma ni Albay Gobernor Joey Salceda sa post-race media conference ng 7th Le Tour de Filipinas.“Nasa 90 percent ready na kami, I would say.Actually, nagkaroon lang ng konting pagbabago sa billeting ng NCR,but everything is ready na,” pahayag ni Salceda.
Aniya, umabot sa P260 milyon ang budget na inilaan ng lalawigan para sa pagpapaayos at rehabilitasyon ng mga gagamiting pasilidad sa kompetisyon, gayundin ang billeting area.Tinatayang aabot sa 30,000 katao mula mga kalahok na rehiyon ang dadagsa sa lalawigan para makiisa sa taunang multi-sports event para sa mg estudyante na gaganapin sa Abril 10-16.Samantala, umaasa naman ang gobernador na magagawa nilang umangat mula sa natamong 7th place overall finish noong nakaraang taong Palaro sa Laguna.“I think we can surpass that 7th place finish,” pahayag ni Salceda.”Kaya naman lalo kaming dapat magpursige dahil gagawin dito sa amin ang competition,” aniya. NIRAA Meet Organizational Meeting Held at Capitol
The first organizational meeting for the hosting of Negros Island Region
Athletic Association (NIRAA) Meet led by Negros Occ. Schools Division
Superintendent Jose Freddie Mocon and Supt. Anthony H. Liobet was held
at the Provincial Capitol Social Hall, Bacolod City, yesterday.
NIRAA is slated February 8 to 12, 2016 with a total budget of P15.5 Million allotted for the operation of the said regional event.
Considered as the father of NIR, former DILG Sec. Mar Roxas was personally invited by Gov. Alfredo G. MaraƱon, Jr. to give a message during the opening program; Usec. Reynaldo Antonio Laguda of the Dept. of Education is also expected to give his message.
The organizers have decided to adopt the Philippine Spotted Deer as the official mascot of NIRAA. It was also the official mascot during the Centennial Palaro and Millennium Palaro both hosted by the Province of Negros Occidental in 1998 and in year 2000, respectively.
Nicknamed “Alf”, the said spotted deer, whose scientific name is Cervus Alfredi can be found only in the Philippines and is endemic to the mountains of Negros and Panay, and considered as a reminder of Negros Occidental’s ongoing war to protect the environment.
The committees have already identified the schools in Bacolod City that will be the billeting quarters of the participants, as well as the playing venues.
The opening ceremonies will be held at the Pana-ad Park and Stadium in Brgy. Mansilingan, Bacolod City.
The executive committee is headed by Gov. MaraƱon as the honorary chairman, and DepEd Regional Director Gilbert Sadsad as honorary co-chairman while Supt. Mocon is the executive director and Supt. Liobet as co-executive director.

2016 Palaro to include Region 18
The Negros Island Region or
Region 18 will be included in the 2016 Palarong Pambansa to be hosted
by Albay Province, former Negros Occidental governor Rafael Coscolluela.
Presently serving as a provincial consultant for the Negros Occidental, Coscolluela said Department of Education Secretary Bro. Armin Luistro confirmed that the proposal to include Region 18 in the list of Palaro contingents is “good as approved”.
He said the DepEd and the host province are working on the details of NIR's inclusion in the annual school-based sporting competition.
While the exit of Negros Occidental from the Western Visayas contingent will cost Region 6 a lot of athletes, it can also open opportunities for other West Visayan athletes to excel, Coscolluela said.
Athletes from Negros Occidental accounted for 24 out of the 42 gold medals won by Western Visayas in the 2015 Palarong Pambansa hosted by Tagum City, Davao del Norte.
Western Visayas finished third place overall with 42 gold medals, 48 silvers and 41 bronzes as the National Capital Region dominated the event with 98-67-71 gold-silver-bronze tally, while Southern Tagalog grabbed the second place with 51-41-40 finish.
With only the two Negros provinced under Region 18, he said athletes who will represent NIR to the Palaro will have to be selected instead of holding the usual regional meet.

DepEd, Albay ink deal for 2016 Palarong Pambansa
The Department of Education (DepEd) has signed a memorandum of
agreement (MOA) with the provincial government of Albay in connection
with the latter’s hosting of the 2016 Palarong Pambansa in Legazpi City.
The MOA stipulates the duties and responsibilities of both parties to
ensure a well-managed and professionally-run annual national
multi-sporting event.
Education Secretary Armin Luistro said that this year’s staging of
the Palaro would have many “firsts,” including the participation of the
Negros Island region.
“I want to highlight that this is Albay’s first ever hosting of the
Palaro. This is also the first time that 18 regions will take action —
not the usual 17 regions —because of the participation of the Negros
Island Region,” Luistro said.
Luistro added that this was also the first time that the Palaro would
be conducted following very specific provisions of the law.
Based on Republic Act No. 10588, also known as the Palarong Pambansa
Act of 2013, the elementary level would have to compete in 15 games and
the secondary with 17 games and four demonstration sports, namely
futsal, wushu, billiards and wrestling. In addition, four special games
will also be conducted for special athletes.
Participated in by elementary and secondary students from public and
private schools nationwide, the annual sporting event will be held at
the Bicol University, Legazpi City from April 10 to 16, 2016.
“We are institutionalizing this sports program to ensure that we are
developing athletes that are of international caliber,” Luistro
stressed.
“Together with the Philippine Sports Commission (PSC) and the
provincial government of Albay, DepEd will see to it that the standards
are at international level and that the coaching staff, the technical
officials as well as the playing venues conform to international
standards,” the education chief added.
Albay Governor Joey Salceda responded by stating the province’s readiness and eagerness to host the Palaro.
“We want to show that it will be a joyful Palaro. It’s something that
celebrates the spirit of national unity, especially in Albay,” said
Salceda.
“Gusto naming ipakita na ang isang bayan, no matter how modest, no
matter how limited its capacity, will still have the unity and ability
to host the Palaro,” Salceda said, highlighting the province’s
resiliency or ability to recover from adversity.

Albay handa na sa 2016 Palarong Pambansa
Nakahanda na lahat ng mga pasilidad at venues na pagdarausan ng 2016
Palarong Pambansa sa Abril 9-16 na lalahukan ng mga student-athletes.
Ito ang inilahad ng mga organizer ng 2016 Palaro sa paglagda sa
memorandum of agreement (MOA) noong nakaraang Lunes sa tanggapan ng
Department of Education (DepEd) sa Pasig City.
Karagdagang dalawang
bagong swimming pool at isang tennis court at isang grand stand ang
nakahanda sa main venue na Bicol University Sports Complex para sa
school-based multi-sports competition na gaganapin sa Albay sa ikalawang
pagkakataon sa loob ng 63 taon.
Nakatakda namang isagawa ang mga indoor sports sa ilang mga pribadong
paaralan sa Legazpi partikular na sa St. Agnes Academy, Aquinas
University at Divine Word College.
Kumpiyansa ang mga organizer ng Palaro na magiging matagumpay ang
pagdaraos ng national event na lalahukan ng 17 rehiyon na inaasahang
makakatulong ng malaki para mas lalo pang lumakas ang turismo sa
lalawigan.
Tinatayang aabot sa mahigit 10,000 kabataang atleta, coaches,
trainers at mga magulang bukod pa sa mga kagawad ng media ang dadagsa sa
Albay para sa Palaro.
“We really worked hard since we won the bidding last October 28,
2015, ’yung facilities naman na-procure na namin implementation na lang
ang kulang. And we really want this to be a touristic Palaro,” ayon kay
Albay governor Joey Sarte Salceda.
“Ang Albay naman sa sports na indoor we have the facilities kasi puno
kami ng Catholic schools and sa outdoor naman oval lang ang kulang
which is provided already,” dagdag pa nito. “Sports tourism is our jump
off point. Unang-una, tourism naman kasi ang most horizontal industry.
In tourism at least five jobs are created sa short term pa lang ’yun.”
“Our aim is to showcase the beauty of Albay secondary to prove to
ourselves that we can host the Palaro,” wika pa ng gobernador. (Marivic

Albay 70% ready for hosting of Palarong Pambansa 2016

LEGAZPI CITY, Jan. 21 (PNA) — Albay province is 70-percent finish
with works on the facilities at the Bicol University Sports Complex for
the Palarong Pambansa 2016 to be held here on April 10-18.
Roderick Mendoza, provincial sports coordinator, said all the facilities needed, including the oval, are nearing completion.
Mendoza said they have tripled their efforts on a 24/7 scheme to finish the games facilities on the deadline set by National Sports Committee for the sports competition, which is March 10.
He estimated that their office will finish all construction works on the first week of February.
The Albay sports official said all involved individuals, especially
local officials of the three cities and 15 towns in the province and
national government agencies and the private sector, have been throwing
their full support for the success of the big national event.
He said the Ibalong Centrum for Recreation will be the site of basketball games while the hangar of the Tactical Operations Group 5 of the Philippine Air Force will be the venue for the badminton.
Mendoza said officials of the National Committee of the Palaro are
scheduled to come to the province to assess the preparation it has done

I. About 2016 Palarong Pambansa
The 2016 Palarong Pambansa will be held in Legazpi City, Albay from 10th - 18th April 2015 at the Albay Provincial Sports Center in Travesia, Guinobatan which will serve as the venue of the opening and closing ceremonies of Palaro. This is the first time the city will host the annual sporting event for student-athletes from all over the Philippines. Terence Romeo of Gilas Pilipinas graced the opening ceremony and lighted the urn (torch) of the Palaro 2016.
There will be more or less 15,000 student-athletes from 18 regions of the Philippines will participate in this annual event which is also a source of future national athletes for international sports events.
This year's theme is "Transforming communities, transcending through K to 12".

Modernong Athletic Bowl, handang-handa na sa CARAA
BAGUIO CITY – Maipagmamalaki ngayon ng pamahalaang lungsod sa mga
atleta ang makabago at modernong sports facility ng Athletic Bowl at
handing-handa na para magamit sa gaganaping Cordillera Administrative
Region Athletic Association (CARAA) meet sa Pebrero 8.
Tiniyak ni Congressman Nicasio Aliping,Jr., na magagamit ng mga
atleta, lalong-lalo sa field events ang Athletic Bowl na pinaganda para
mas lalong maging agresibo ang mga manlalaro sa darating na
pang-rehiyong kompetisyon.
Personal na
ininspeksyon ni Aliping ang nasa 90% na ng rehibilitasyon na Athletic
Bowl, na inumpisahan na ang paglalagay ng rubberized tartan sa may 400
meter na oval sa tulong ng mga Taiwanese engineer na inaasahang
matatapos bago maganap ang CARAA.
“ Maganda na ang weather, kailangan kasi ay mainit ang panahon at huwag sanang umulan para matuloy na matapos ito.
Kailangan ito ng ating mga atleta,lalo na sa mga field events at ito
ay ating binabantayan para masiguro na magagamit ito sa CARAA,” pahayag
ni Aliping.
Ang rehabilitasyon ng Athletic Bowl ay sinimulan noong 2014 na
kinabibilangan ng Phase 1-ang pagsasaayos ng mga main bleacher , Phase 2
– ang pagsisemento ng oval at mga drainage system at bakod at ang Phase
3 -ang paglalagay ng rubberized tartan tracks, na pinangasiwaan ng
Department of Public Works and Highway sa ilalim ng RU Aquino
Construction, bilang contractor.
Ang kabuuang pondo na P115 milyon na ginamit sa rehabilitasyon ay
mula sa national government mula sa initiative ni Congressman Aliping.
Samantala, hinihintay pa ang pagri-release ng counterpart ng siyudad
na P60 milyon para sa pagpapaayos ng mga bleachers, lightings, sound
system at iba pang pasilidad.
